Jim Gibson is the founder of Impact Economics, driven by a lifelong passion for empowering communities to thrive. Growing up in a distressed Northeast Texas community that faced significant challenges after the closure of its major employer, Jim witnessed firsthand the transformative impact of an economic trauma on a community. This experience inspired his dedication to fostering growth and resilience in towns and cities across the region.

Jim established Impact Economics in 2025 after a distinguished 22-year career in local government, where he honed his expertise in economic development, municipal finance, and strategic planning.

As Economic Development Director, Jim played a pivotal role in revitalizing Rockdale, Texas, following a major industrial closure. His leadership led to the community’s first residential project in 70 years and the implementation of a comprehensive community plan.

Serving as Assistant City Manager and Finance Director in Center, Texas, Jim’s key accomplishment was designing the funding mechanism for a transformative downtown streetscape project, enhancing the city’s appeal and economic vitality.

As City Manager/Administrator for two Northeast Texas municipalities, Jim led initiatives to improve infrastructure, boost local economies, and enhance quality of life for residents.

Jim is a Certified Economic Developer (CEcD) through the International Economic Development Council (IEDC), a Certified Government Finance Officer (CGFO) through the Government Finance Officers Association of Texas, and is a graduate of the University of Oklahoma’s Economic Development Institute

Jim is currently pursuing a PhD in Economic Development from the University of Southern Mississippi, reflecting his commitment to advancing the field. He holds a Master of Arts degree in Public Administration from the University of Houston and a Bachelor’s degree in Political Science from Sam Houston State University
