Deal Execution

Center, Texas
Managed multiple expansion projects for Portacool. The first involved the company wishing to purchase new equipment which would allow them to automate some of their manufacturing processes. Additionally, local funds were used to supplement the build-out of an on-site training center. The second was the construction of a new on-site office and headquarters building. Finally, Portacool wanted to expand into a separate product line adjacent to their facility, requiring land acquisition and construction.

Center, Texas
Tyson Foods, which already had a significant presence in Center, wanted to establish a new mega-mill. This project involved helping them identify a site that worked for their needs, having communication with landowners, working with the city on utility extension, and coordinating the incentive deal.
An industrial district agreement was reached with the company where Tyson made payments-in-lieu-of-taxes.

Center, Texas
Led recruitment and close of Viatract, an organic fertilizer manufacturing plant. The company was looking at renovating a former hardwood laminate flooring plant that had been closed for eight years. Negotiated the incentive deal with the company, including a forgivable loan package which allowed the company to receive some gap financing.

Recruited and closed OSS Fabshop, an industrial fabrication operation. Managed full deal lifecycle including incentive negotiation and infrastructure coordination.

Recruited Lone Star School Bus Systems, a regional school bus repair and service facility. Managed full deal lifecycle including incentive negotiation and infrastructure coordination.
Site Development

Rockdale, Texas
Designed and executed a site development strategy for Rockdale's primary 100-acre industrial property— including land acquisition, due diligence, infrastructure planning, and positioning for Site Selector Guild certification. Secured a Master Development Agreement with Partners Real Estate to advance the park.

Rockdale, Texas
Entered into an agreement with owner of 550-acre property to position it for industrial development. Property sits at the intersection of two US highways with rail availability. Performed full site documentation (phase I ESA, endangered species assessment, archaeological study, wetlands delineation, and utility assessment). The property owner performed significant geotechnical investigation to identify potential underground mine shafts.

Entered into an agreement with owner of 22-acre property to position it for industrial development. Performed full site documentation (phase I ESA, engangered species assessment, archaeological study, wetlands delineation, and utility assessment). Designed site layout to accomodate multiple-sized buildings for the property.
Strategic Planning & Organizational Development

Updated Rockdale’s strategic plan, starting with a full community assessment and benchmark analysis which identified the community’s particular risk profile. Designed strategies around reducing investor risk.

Created EDO’s first target industry list, using a combination of industrial leakage, regional supply chain factors, state and national growing industries, and workforce compatibility.

Reorganized EDO including writing new job descriptions, creating new policy documents, and financial reporting.

Selected by IEDC to meet with Pikeville, North Carolina city leadership. Conducted a rapid market position assessment and delivered a prioritized set of strategic recommendations focused on how the community could better leverage its quality-of-life assets to compete for investment and talent.

Served as the Finance Director for a $13 million municipal budget. Created multi-year financial forecast that modeled property tax rates and debt capacity. Won the GFOA Distinguished Budget Award for five years.
Marketing

Built new business attraction program from nothing - no strategy, no pipeline, no collateral. Updated EDO brand and website, produced all RFI responses and pitch materials.

Sold publicly-owned property to regional developer for community’s first major residential development in 70 years. Created Public Improvement District and Tax Increment Reinvestment Zone to fund developer infrastructure reimbursement.
